Gpt-4 - Is GPT-4 available to public?

A user is only allowed access to GPT-4 when they have used enough of OpenAI's APIs to accrue a debt of at least $1. You will have access to GPT-4 after your initial payment is made. Everyone who has paid $1 or more using the API has been provided access to the GPT-4 API (8k) as of July 6, 2023.
