Regulating Ai - Why is it difficult to regulate AI?

Controlling artificial intelligence is complex. Defining AI and understanding the potential hazards and advantages is the first step in effectively regulating AI. If we want to know what may and cannot be legally regulated, we need a legal definition of AI. However, as AI is a rapidly developing field, a definitive legal definition remains elusive.
