Simple Knowledge Organization System - Is SKOS an ontology?

Despite their shared and differentiated goals, SKOS and OWL are not the same thing. Unlike OWL ontologies, SKOS Concept schemes cannot be considered formal ontologies. The conceptual hierarchies (broader/narrower) that SKOS describes do not come with formal semantics.
