While Google does offer Cloud TPUs free of charge for Tensor Research Cloud (TRC) participants, other Google Cloud Platform (GCP) services come at a cost. Users may need to employ small VM instances (n1-standard-2) to operate their TPUs, and Google Cloud Storage (GCS) buckets may be necessary for storing training data. However, these costs are usually minimal.
