Check-in/Check-out - Is check in check out a Tier 3 intervention?

Check-in/Check-out (CICO) has been evaluated as a Tier 2 intervention. The research was conducted with three elementary school students from a high-need population, where it was hypothesized that their problem behavior was sustained by teacher attention.
