Modus Tollens - Is modus tollens fallacious?

"If P, then Q is highly unlikely" is the premise of probabilistic modus tollens, a variant of modus tollens. Hence, P is quite improbable (Q). In his analysis of the design argument, Elliott Sober noted that this form is erroneous.
